From Michi no dai: Foundation of the Path 35:66

Verse 8 says, “I shall begin a Service which has never existed since I began this world, and assuredly settle the world.” The original of this verse contains the Japanese word “mata,” which has the meaning of “again.” Having created humankind and the world in the beginnings of origin, God will at this time re-create the world by transforming the muddy ocean-like world into the Joyous Life by means of a Service that has never existed since the creation of this world. The phrase “I shall begin” refers to commencing the reconstruction of the world into the Joyous Life by means of the path of single-hearted salvation, whose fundamental component is the Service. This world will, thereby, assuredly be settled–which is to say, it will be restored to the way it should be.
