From Michi no Dai: Foundation of the Path 33:42
This verse, which is concerned with welcoming the Shinbashira into the Residence, speaks of "the Shinbashira, who is to settle matters within." Presumably, the word “within” refers to “within the Residence” and, if we expand its meaning, can also indicate “within the Tenrikyo community.” God desires quickly to welcome the Shinbashira and, to do so, the water is to be purified. God urges the purification of people’s minds and the sweeping of their hearts as a prerequisite.
