From Michi no dai: Foundation of the Path 38:43

The phrase “rush out” appears repeatedly. The verse here indicates that God the Parent will work proactively in a variety of places. Where, for example, will Tsukihi rush out to work? The answer given is the high mountains, referring to the ruling class, as well as distant places.
