From Michi no dai: Foundation of the Path 38:39

IX:5 The verse speaks of “the two persons received as shrines by Tsukihi,” and “the two persons” are Oyasama and Kokan. This verse does not use the phrase “the Shrine of Tsukihi.” It goes without saying that Oyasama is the Shrine of Tsukihi or the Shrine of God, but it is implied here that Kokan also plays an important role because of the causality of her soul whereby God enters her to work. This is what is referred to by the phrase “received as shrines by Tsukihi.” The appellation “shrine” is not restricted to Oyasama. For example, in the Ofudesaki we find the phrase “receive the shrine of each” (VI:57), which is understood to refer to the Service performers. Also the title “worker-shrine” (ninsoku yashiro) was granted to a few early followers, including Naraito Ueda, whose situation was instrumental in bringing my family to the path. She was also referred to as the shrine of Atsukenmiyo. The verse here expresses the desire to have “the two persons...each be given a separate room,” so that they occupy rooms separate from those used by others, thereby clarifying the difference in terms of divine truth between the two persons on the one hand and the others on the other.

IX:6 This verse explains that the purpose of instructing the people to give the two persons each a separate room is to assure salvation. The verse says that clarifying the difference in terms of divine truth is a prerequisite to assuring salvation. From this perspective, the verse tells the people to carefully watch what happens from now on.
