The verse says that by setting about telling a story that has never been heard before, God will teach the “Service for universal salvation.” The word “universal” is a translation of the Japanese term “yorozu,” which can be written with the character meaning “ten thousand,” “a myriad,” “all,” and “universal.” The verse is saying that God will teach the Service that will bring about every conceivable kind of salvation. The previously unheard story refers to what we call the Story or Creation. The verse implies that the story of the truth of origin is the story that teaches the truth of the Service.
