Those who come here to summon or to investigate, kono toko e yobi ni kuru no mo detekuru mo このとこへ よびにくるのも でゝくるも
come because it is God’s intent. Kami no omowaku aru kara no koto 神のをもハく あるからの事

From Michi no dai: Foundation of the Path 35:58

It is God’s intention that those in authority come to summon Oyasama and to exercise control. Their actions arose entirely from a divine intention that is beyond human thinking. This intention is, in part, to sprinkle the fragrance of the teachings on the “high mountains.” It is also to bring the path to the fore in society at large. The verse indicates a proactive attitude.
