From Michi no dai: Foundation of the Path 35:59

The phrase “make everyone in the world spirited” is a follow-up to what is referred to in the phrase “both the high and the low will be spirited.” From now on, God will do everything necessary to make arrangements for all people throughout the world to become spirited. An indispensable step in this regard is digging up the root of this world.
