From Michi no dai: Foundation of the Path 35:59
The phrase “have passed through this path” refers to inquiring fully into the foundation of this universe–that is to say, following this reliable path to its end. When people have done that, both “the high and the low,” referring to both those in positions of authority and those on the lower rungs of the social ladder, will become spirited. God the Parent does not desire only those in the lower strata to become spirited. God is working to lay a path that will help all people, whether they are in the higher or lower strata, to be spirited. As a prerequisite to it, the Ofudesaki urges that the root of this world be dug up.
