5:28 Due to your clouded minds, unless this cleaning in the heart and the dust of the mind are removed, you cannot know My intention, the intention of the true Parent.

『おふでさき註釈』、p. 76

二八、この胸の中の掃除をして、心のほこりを取り除かぬ以上は、心の曇りのために、真実な親神の心が分からぬ。

Commentary by Yoshitaro Ueda (2009)

From Michi no dai: Foundation of the Path 35:51

The word “thoroughly” is a translation of “sukiyaka,” a Japanese word that can imply clarity and completeness. Unless “the sweeping is thoroughly accomplished”–that is, unless the sweeping of people’s hearts is fully completed–they will not understand “the truth of My heart,” referring to the truth or true sincerity of God’s heart.

This means that, if we are to understand or perceive God the Parent’s intention, it is indispensable for us to sweep our hearts clean. Our dust of the mind prevents us from perceiving or understanding God the Parent’s intention.
