From Michi no dai: Foundation of the Path 35:49

The verse refers to the teaching that God goes to great lengths to convey out of a sincere intention. God’s sincerity is the parental love that desires to bring about salvation. The verse urges people to quickly understand the teaching that comes from this parental love.
