From Michi no dai: Foundation of the Path 34:67

The verse urges deep pondering. No matter how “young, old, or weak” people may be, they will be able to have God provide any kind of free and unlimited workings “according to [their] mind,” that is to say, as long as their true sincerity is accepted by God. This verse refers to people who stand in contrast to “goteki,” or “difficult opponents.” Briefly put, the verse is talking about the weak. Even these people have nothing to be afraid of, if God the Parent works for them.
