From Michi no dai: Foundation of the Path 34:63
Regarding the work of distinguishing, the verse here says that God will “cleanse” the innermost hearts. Verse 107 spoke of “both the high and the low” whereas verse 108 refers to “those within and all others in the world,” which is to say, those within the Tenrikyo community and others. These verses say that the cleansing of the hearts will proceed without discrimination not only between the high and the low but also between within and without.
