From Michi no dai: Foundation of the Path 34:63
The verse says that from now on God will make a distinction in the innermost hearts of all people throughout the world, including both the high and the low and without any discrimination. This refers to bringing about understanding through the work of distinguishing that takes place in everyone’s innermost heart.
