IV:98
God wants to tell people how the path is to unfold from now on–the path that God is trying to hasten–yet it is somehow difficult to do so verbally. There are certain difficulties involved therein.
IV:99
The phrase “However difficult it may be” refers to the difficulty of putting into words what the previous verse mentioned. We should note that the difficulty is not that the subject matter is inherently difficult to describe in words but that it is difficult to make people understand it. In this sense, finding appropriate words is difficult. Yet, notwithstanding this difficulty, it is necessary to tell what needs to be told. Otherwise, there would be no possibility of understanding. This can perhaps be equally applied to general situations. At any rate, the verse implies that no matter how difficult it is to convey what needs to be said, God will convey it, because “if things are left untold, there will be no chance of understanding,” which is to say, failing to convey what needs to be said would not lead to any understanding.
