4:36 Because My single intent is to save all human beings, I shall only take steps that will truly bring about the salvation of the world. *Note: The expression “preparations… to save” (tasukeru moyo) refers to the preparations to build the Kanrodai and conducting the Service of the Kanrodai that is the Salvation Service. From Michi no dai: Foundation of the Path 34:46

The verse refers to truly saving all people in the world step by step from now on. Rather than simply saying that God will save all humans, the verse speaks of “truly” saving them. The verse also says that God will focus on making preparations for this salvation.
