From Michi no dai: Foundation of the Path 34:39
The verse says that, come June, Oyasama will start granting the Amulet. This refers to the lunar sixth month of 1874. Oyasama began to wear the red clothes in December of that year, which would be several months away. Thus, the Amulet that began to be bestowed in June was not made from the red clothes worn by Oyasama. Apparently, the Amulet at the time was made of paper. At any rate, the Ofudesaki tells people that the Proof Amulet, which proves that its bearer has returned to Jiba, will start to be bestowed in June 1874. Written in April of that year, Part IV is telling people about the Amulet in advance.
