From Michi no Dai: Foundation of the Path 33:55–6
God will “make the minds of the world spirited.” God will set out to ensure that the minds of people in the world become high-spirited. This topic was brought up before. By making the minds of all people in the world spirited, God will prepare to “settle Nihon,” that is, bring a settling to those who understand the intention of God the Parent. God will make preparations to turn things into what they should be. The verb “settle” here implies establishing or arranging things the way they should be.
