3:58 Among those who are in a position to rule over others, there are those who are acting selfishly, believing that all things in the world can be swayed with human power. This is because they do not know of My profound intention, the intention of Oyagami who created this world, and I am greatly disappointed at this. |

From Michi no Dai: Foundation of the Path 33:42
The verse speaks about those who are in positions of power and authority and says that they are doing as they please with the entire world in all sorts of ways. Again, I am taking the Japanese expression “dandan” as meaning “various”—hence I said “all sorts of ways”—which seems to make better sense than the alternative interpretation. “God’s regret” here conveys a sense of impatience. What thought, asks the verse, is given to it?
