From Michi no Dai: Foundation of the Path 33:39
This verse tells its readers that, until now, they have been in a similar frame of mind to ordinary people in the world, looking at everything in a common worldly way. From now on, however they will “understand from [their] innermost heart”—which is to say that they will able to understand the truth at the deepest level.
