From Michi no Dai: Foundation of the Path 33:31

God desires to purify people’s minds quickly. The verb “arrange” refers to preparing the ways and means. The ways and means of purifying the minds are "a filter and sand.” The world “filter” here is a translation of the Japanese word “suino,” which refers to a cloth bag used for purifying water. When I was a child, there was no public water supply, and people purified water by using a barrel containing sand, charcoal, and other things. The barrel also had a cloth bag attached to the faucet so as to catch any solid particles found in the water coming out of the barrel.
