Until now, those in high places have not understood. ima made wa kami taru kokoro wakarai de いまゝでハ 上たる心 ハからいで
They thought My teachings to be worldly common. sekai namiya to omote itanari せかいなみやと をもていたなり

2:35 Until now the people in high positions were people who did not understand My intention. Because they were ignorant of the true intention of this path, they thought it to be something that was worldly ordinary or commonplace.

From Michi no dai: Foundation of the Path 32:53

Until now, people in positions of authority and power have been unable to understand the truth because their minds have not been purified. They have assumed that Oyasama is no one special and that Her teachings are nothing more than ordinary, commonly held ideas.
