From Michi no dai: Foundation of the Path 32:53
From now on, says the verse, God will distinguish between “Kara” and “Nihon.” Once this distinction is made, the world will settle.
The phrase “make a distinction” is rich in meaning, I think. It would be difficult to settle the world by dealing with both Kara and Nihon in the same way. First, therefore, God will distinguish between Kara and Nihon and then bring a settling to the world. Thus, rather than handling the negative and positive at the same time, God’s procedure is to make a distinction between them before bringing a settling to the whole.
