2:13 Until now, the teachings have flowed to the people who have come to visit this place. Yet I wish to advance forward and spread the teachings widely to the world at large even a moment sooner. However, things cannot go forward since there is no path.

『おふでさき註釈』、p. 21

一三、今までは、こちらへたずねて来る人に教を垂れていたが、一刻も早くこちらから進んで一般尾人々に広く教を説きたい。しかし、その途がなくては進まれない。

Commentary by Yoshitaro Ueda (2008)

From Michi no dai: Foundation of the Path 32:50

II:13 The meaning of God going forth into the open is to make God’s teachings widely available and manifest God’s workings openly. To do so, however, God needs to lay a path. Otherwise, God is unable to carry out those undertakings, much as God desires to. Also, to assemble the performers of the Service, it is necessary to spread the teachings and extend the path.
