The verse refers to equipping the “fish” and the “serpent” with instruments and teaching them the providence and workings of God the Parent in a step-by-step manner. After putting the “orc” into the “fish,” God, as Tsuki-sama (the Moon), would enter it. After putting the “turtle” into the “serpent,” God, as Hi-sama (the Sun), would enter it. God would then conceive humankind. The phrase “add instruments to them...step by step” refers to this aspect of creation.
