When the Divine Record is made in Nihon, nihon ni mo Kōki ga deketa koto naraba にほんにも こふきがでけた 事ならば
I shall by all means manage Kara as I please. nandemo kara o mama ni suru nari なんでもからを まゝにするなり

When the Kōki, the Divine Record, is written in the region where My teachings spread early, by all means I will make the people of the region where My teachings shall spread later understand Me as freely as I please.

From Michi no dai: Foundation of the Path 35:52

When the “Divine Record”–referring, as I have said, to the instructions, or writings recording them, that should serve as the foundation of single-hearted salvation–for those who have understood God’s intention has come about, God will be able to “manage” Kara as God pleases, which is to say, deal with Kara as God sees fit. The term “Kara” means those who do not yet understand or accord with God’s intention. The verse refers not to defeating or conquering them but to ensuring that they follow God’s intention.
