From Michi no dai: Foundation of the Path 34:64
The verse says that once this path of salvation is extended all the way to the high mountains, God’s free and unlimited workings will immediately be manifested.
I think that the phrase “reaches through to the high places” implies that this path is not laid from high above but from down below and extended to the high places, as is indicated by an anecdote entitled “Clear the Path from the Bottom” (Anecdotes of Oyasama, no. 28). Oyasama says in that story that, if the path is cleared from up above, people down below cannot approach it easily, whereas if the path is cleared from down below both the people up above and the people down below can readily follow it.
