From Michi no dai: Foundation of the Path 34:63
Here the Ofudesaki says that since the beginning of this world there has not been a time when God taught everything to people in high places–i.e.people who belong to the ruling classes or those in positions of authority and power. The Scripture goes on to say, “This time, if I should inform [them] about the truth of any and all matters,” this verse constituting the first half of a sentence that will be completed in verse 113. The theme of teaching people in high places occurs repeatedly in this portion of the Ofudesaki.
