For fear of those in high places, you are depressed. kami taru o kowai to omote izumi iru 上たるを こわいとおもて いすみいる
Fear not, for God is hastening. Kami no sekikomi kowami nai zo ya 神のせきこみ こわみないぞや

一〇二、註 当時の地方官憲や世間の誤解をはばかっているそばの人々に対して、信仰を鼓舞せられたお歌である。

From Michi no Dai: Foundation of the Path 33:53

Afraid of those in positions of authority and power, the people close to God are depressed, which is to say that they are letting their fear dishearten them. The verse gives them vigorous encouragement, assuring them that there is absolutely nothing to be afraid of because it is God who is trying to hasten salvation.
