From Michi no Dai: Foundation of the Path 33:53
Afraid of those in positions of authority and power, the people close to God are depressed, which is to say that they are letting their fear dishearten them. The verse gives them vigorous encouragement, assuring them that there is absolutely nothing to be afraid of because it is God who is trying to hasten salvation.
