This verse follows up on the previous verse’s message that God will firmly accept us—that is, accept our sincerity—even if we say nothing. We are told that “words of flattery” are useless. There is no need to say things we do not mean; we do not need to fawn or flatter. The only thing we need to do is make sure that “there is sincerity in the core of [our] mind.”
